Diversity and inclusion at the core of our work

We are committed to building a more inclusive and representative film industry. Since 2021, we have implemented a wide range of initiatives to support underrepresented voices and ensure diversity is embedded in our funding and development strategies.

Below is a summary of key actions and structural changes.

- Self-declaration of inclusion required in applications (since January 2021).
- Diversity as a prioritization criterion in funding decisions (since January 2021).
- Moderate gender quotas maintained across relevant schemes.
- New recruitment strategy (from 2022) to strengthen diversity competence—currently, 2 of our 6 film consultants represent diverse backgrounds and perspectives.
- Reference group on inclusion established to guide and advise our work.
Under the revised guidelines for the EHT (Etterhåndstilskudd / Reimbursement Grant) in the commercial film scheme:
- Projects with at least 25% diversity in key roles receive 150% EHT.
- Children and youth films meeting the same diversity threshold receive 200% EHT.
- Diversity is measured across four key roles: director, screenwriter, producer, and lead actor.
This model directly rewards inclusive hiring and storytelling with increased financial support.
- UP, UP2, UP3, UP4: Strategic talent development programs for filmmakers from underrepresented groups.
- NEO: A dedicated talent program for emerging voices and diversity.
- Think Tank Talent: A national meeting with regional film centers to coordinate inclusive talent development.
- Grants for idea development specifically for filmmakers with diverse backgrounds.
- Short film competition (2022) for filmmakers with diverse backgrounds, in collaboration with regional film centers.
- Grants for youth workshops at festivals (2022).
- Grants for documentaries with a diversity perspective (2022).
- Diversity questionnaire introduced in 2022 for key roles (director, writer, producer). Optional and anonymous.

  Mapping of Content Diversity in Norwegian Films, Series, and Games
- ÁRRAN 360°: A groundbreaking Sámi short film initiative in collaboration with ISFI, presented at the Venice Biennale (2022).
- Courses and seminars for both the industry and NFI staff on:
  Norms and power structures
  Privilege and bias
  Representation and anti-racism
- Competence-enhancing measures focused on diversity (2023-25).
