The Norwegian Film Institute (NFI) received eleven applications by the Norwegian Incentive scheme's application deadline of 26th of November 2020. The total amount that applicants state that they will spend on filming in Norway is NOK 1.122 billion (110 million Euros).

Including EEA spending, which is approved if more than 80% of production is carried out in Norway, a total reimbursement limit of NOK 292.1 million (29 million Euros) has been applied for.

A total of seven Norwegian and four foreign productions have applied for the scheme. The demanded amount in the scheme is more than twice as large as last year, when the total amount the applicants stated that they would spend while shooting in Norway was NOK 474 million (47 million Euros), and the total grant framework applied for was NOK 118 million (11,8 million Euros), divided between ten applications.

The application round applies to the budget year 2021, and a decision on the reimbursement framework was made in January 2021. In the proposal for the national budget, NOK 68.6 million has been set aside in the budget for the relevant application round.

About the incentive scheme

The incentive scheme offers reimbursement of up to 25% for productions that are to be produced in whole or in part in Norway. The reimbursement scheme has been established to attract large international productions to Norway, as well as to stimulate productions with a Norwegian main producer to choose to carry out the recording in Norway. Reimbursement for payment is calculated based on accounts for production in Norway. This means that the refund is only paid after production in Norway has ended. Purchases of goods and services must be linked to activity in Norway, and must be paid to taxpayers in Norway, in order for the cost to provide a basis for reimbursement for payment. The incentive scheme secures foreign investments in Norway, and thus fresh funds that stimulate increased activity in Norwegian business and industry, both in and outside the film industry.
